Cisco Excess is a refurbished program in which used refurbished products are sold to Excess Refurbished customers. These may be officially sold by non-Cisco partners.
In contrast to Cisco Refresh products, Cisco Excess products are not completely refurbished and restored to a new condition, but 'only' tested for functionality. This means that the products may show signs of use. However, they are still re-licensed and are regarded as surplus, refurbished products.
